Authorities busted one of the largest narcotics trafficking operations found in the City.

City Special Narcotic Prosecutor Bridget Brennon said state police arrested two men they say is involved with a heroin mill in the Gun Hill section of the Bronx.

“It was a huge seizure. We seized close to 40 pounds and the street value of the heroin is at least $10 million so it’s a very, very substantial seizure,” Brennon said.

The two men arrested were Andy Moscat and Francisco Rivera. A grand jury has already voted to indict them both.

Brennon said Moscat was caught when he carried a heavy duffle bag with 40 pounds of heroin out of the apartment building where the mill was located. Authorities caught Rivera when he sped away in a car and crashed into an unmarked police car with a state police officer inside.

Upon further investigation, authorities searched the home of the defendants and found the following: one 9 mm Beretta handgun with a loaded magazine, $38,000 in cash and a large amount of jewelry, and manufacturing equipment for heroin.

Moscat was arraigned on charges of criminal possession of a controlled substance in the first and third degrees and Ramirez was held on $500,000 bail and charged with one count of criminal facilitation in the second degree.

They are both scheduled to be arraigned on the indictment next month.
