The New York City Police Department is asking the public’s assistance to help locate the two children in the attached photographs in connection to a custodial interference incident, which occurred within the confines of the 47th Precinct in the Bronx.

Details are as follows.

It was reported to police that on Monday, July 27, 2020, at approximately 1300 hours, inside of 2942 Grace Avenue, Cella Rose McDowell, a 4-year-old female and Chi McDowell, a 2-year-old male, were removed from the home of their legal guardian by their parents, without permission or authority.

The parents reside in Fredericksburg, VA.

Anyone with information related to this incident is asked to call the NYPD‘s Crime Stoppers hotline at 1800577TIPS (8477) or for Spanish, 188857PISTA (74782). The public can also submit their tips by logging onto the Crime Stoppers‘ website or by texting their tips to 274637 (CRIMES) then enter TIP577.
