Manhattan District Attorney Alvin L. Bragg, Jr., and New York City Police Commissioner Keechant L. Sewell today announced an indictment against seven associates of the Own Every Dollar (“O.E.D.”) criminal enterprise.
The defendants are charged in a New York State Supreme Court indictment with conspiracy, robbery, and criminal possession of a weapon, among other charges, for a string of gunpoint robberies from March 2021 until October 2022.
Six of the defendants are being charged for the first time in the ongoing investigation, following a 90-count indictment against 10 O.E.D. members in August 2022.
The indictment alleges that the defendants collectively orchestrated six different robberies in Upper Manhattan and used social media to scout and target victims wearing expensive jewelry and other accessories.
The investigation was conducted in parallel with the Southern District of New York.1
“As alleged, O.E.D. and their associates terrorized the City’s streets by committing orchestrated and violent gunpoint robberies,” said District Attorney Bragg. “Everybody has a right to walk safely through their neighborhood or to their home. Our continued investigation into O.E.D. makes clear that we are intent on holding violence drivers fully accountable for their actions and rooting out these violent criminal enterprises.”
NYPD Commissioner Keechant L. Sewell said, “Today’s charges are another example of the ongoing, concerted efforts of the NYPD and our law enforcement partners to rid New York City neighborhoods of people who live by a brutal code of street violence. Law-abiding New Yorkers deserve to be free from the fear that they might one day become victims. It will continue to be a top priority of the NYPD and our colleagues to identify and dismantle gangs, and to arrest and charge the relatively small percentage of people in our city who are responsible for the vast majority of the crime and disorder.”
According to court documents and statements made on the record in court, the defendants are considered O.E.D. associates and operate in coordination with the group.
In a typical scheme, two individuals exited a getaway vehicle driven by a third person before accosting their victims at gunpoint, often pistol-whipping and threatening to kill victims to force them to comply. They arranged to purchase weapons over text message and sent photographs of the firearms to each other. After Luis Rosado posted on social media a picture with his finger on the trigger of a gun, Jenderson Jerez texted him “Stop putting your finger on the trigger…u look like a rookie playing with it stupid.”
In another instance, Luis Rosado sent a picture of a pistol and two magazines with an emoji of a laughing smiley face.
In the days leading up to one of the robberies, Gilson Garcia purchased a semi-automatic pistol and texted Jerez with details about their target, who Garcia described as “easy.” On the day of the robbery, Garcia and other co-conspirators drove a BMW sedan and followed their target to an apartment building in Inwood. Garcia pistol-whipped the victim inside the lobby, and stole his gold necklace, bracelet and rings. Co-conspirators later sold the jewelry to a pawn shop.
In May 2021, a co-conspirator told Jerez that their target was “inside the barbershop” and wearing a black shirt. As the victim exited the barbershop in Washington Heights, Garcia and Charmon Kennedy approached the victim with pistols drawn. They pistol-whipped the victim – lacerating his forehead – and threatened to shoot him, before stealing a chain necklace, ring, and cell phone.
In June 2021, after working together to locate a victim in Washington Heights, Angel Corporan, Randy Lavandier, Jerez and Rosado chased down the individual on the street, pistol-whipping and knocking him to the ground as they stole his watch.
In February 2022, Lavandier and another conspirator approached two targets with guns drawn at a barbershop in Washington Heights, stating “give us everything and everybody goes home alive.”
The District Attorney’s Violent Criminal Enterprises Unit is prosecuting the case under the supervision of Assistant D.A. Chris Prevost (Chief of the Violent Criminal Enterprises Unit).
District Attorney Bragg thanked the detectives and supervisors of the NYPD’s Pattern 66 Task Force, especially Detectives Joseph Gallagher, Alvin Hunte and George Decamp, Inspector Nicholas Fiore, and Chief of Detectives James Essig. D.A. Bragg also thanked Bronx District Attorney Darcel Clark for the assistance provided by prosecutors in her Violent Criminal Enterprises Bureau.
