FINDING OF NO SIGNIFICANT IMPACT

The Department of Veterans Affairs (VA) hereby gives a Notice of Availability (NOA) of a “Finding of No Significant Impact” (FONSI) for the proposedSpinal Cord Injury/Disorder (SCI/D) Center and Parking Garage project. This project will include construction of a SCI/D Center addition, conversion of the existing heating plant to a gas fired combined heat power facility, and construction of a new stand-alone parking structure to accommodate approximately 805 cars.

VA has prepared a Draft Environmental assessment (DEA) in accordance with the regulations for implementing the procedural provisions of the National Environmental Policy Act (NEPA), (Public Law 91-190, 42 USC 4321-4347 January 1, 1970), amendments, and VA’s implementing regulations (38 CFR Part 26). With the advertisement of a Notice of Availability (NOA) for three consecutive days in The Bronx Times, beginning July 18, 2015, VA gave a notice for public meeting on August 5, 2015, started a 30-days comment period, made available DEA and announced that VA intends to issue a FONSI following a 30-days comment period in accordance with the Council on Environmental Quality Regulations for implementing NEPA Section 1508.13 providing there are no substantive comments which warrant further evaluation. Subsequent to a public meeting, VA incorporated comments from public and local agencies into the EA, and upon reviewing the EA it was found that the implementation of the Proposed Action as described would not constitute a major federal action that would have significant impact upon the quality of the human environment within the meaning of Section 102(2)(C) of NEPA of 1969. Accordingly, VA has finalized a FONSI, and the preparation of an Environmental Impact Statement for the Proposed Action is not required.
