Shonta Holmes, 44, was one of 11 federal employees charged Tuesday in Manhattan Federal Court with bilking taxpayers out of millions of dollars based on phony occupational injuries.
Prosecutors say Holmes stopped working in 2012 but was seen doing bicep curls and pummeling a punching bag.
