Bronx Man Hit With 66-Count Indictment

A former fleet manager in the New Rochelle City central garage has been indicted by a Westchester County grand jury on 66 counts including tampering with public records in the first degree as felonies, falsifying business records and official misconduct, as misdemeanors.

Richard Fevang, 65, of Bronx, allegedly prepared or directed others under him to falsely prepare competitive bid summary reports maintained by the City of New Rochelle, by adding fictitious information to the reports, effectively steering contracts to vendors of his choice.

The result was the residents and taxpayers were deprived of having an actual competitive bidding process take place on each instance to ensure that the lowest responsible bidder would be chosen, District Attorney Janet DiFiore’s office said.

If convicted, Fevang could face up to seven years in state prison.
